about the Programme
Resilience, Integration and Socio-Economic Empowerment
Resilience, Integration and Socio‑Economic Empowerment (RISE) is a flagship programme of the Government of Balochistan, sponsored by the Industries & Commerce Department and financed under the Public Sector Development Programme (PSDP) 2025–26. The programme is being implemented by the Balochistan Rural Support Programme (BRSP).
RISE aims to strengthen social cohesion while promoting inclusive enterprise development to expand economic opportunities for youth and marginalized communities. By integrating peace‑building, civic awareness, and livelihood enhancement, the programme seeks to build long‑term resilience and sustainable socio‑economic growth across the target districts of Panjgur, Kharan, Washuk, Gwadar, Awaran, and Kech.

The Peace & Social Cohesion and Enterprise Development programmes function as two mutually reinforcing pillars. While the peace programme strengthens trust, inclusion, civic awareness, and peace, the enterprise development programmes transforms these enabling conditions into concrete economic outcomes. These combined efforts create a stabilising cycle in which social cohesion enables economic participation, and expanded economic opportunity reinforces peace, resilience, and long-term community wellbeing across Balochistan.

Balochistan Rural Support Programme

BRSP is one of the largest organisations in Balochistan and a member of a larger network of Rural Support Programs in Pakistan. BRSP’s endeavours have focused on improving the living conditions of the rural poor for more than three decades in the province of Balochistan. BRSP evolved from the “Pak-German self-help project” in 1983, as a collaboration between the Federal Republic of Germany and the Government of Pakistan.
